A model can recommend authority; it should not grant it

There are situations where a model is useful for judging whether a request appears safe, relevant, or consistent with a goal. That judgment can inform a policy. I do not think it should become the policy.

The model can recommend an action, produce a confidence, or ask for escalation. The actual authority should come from something explicit enough to review and test. Otherwise the same component is interpreting the situation and expanding its own right to act inside it.

This does not remove judgment from the system. It gives judgment a defined place. The model can say what it believes should happen. A deterministic boundary decides whether that action is permitted.
